I posted &lt;a href="http://eppsnet.com/2006/06/respect-the-classics-man-no-silver-bullet" rel="nofollow"&gt;some excerpts from "No Silver Bullet"&lt;/a&gt; the other day, in which Fred Brooks said, "Enthusiasm jumps when there is a running system, even a simple one."

I've seen that happen so many times. It shows people right off the bat that you mean business, that you're not here to just chew up money and blow delivery dates.</description>

		<description>This is the artillery model...give me a gunner who gets his shell up and on the way fast, then makes corrections, over the guy who calculates and plans.  Sure, it wastes shells, but the crew know we mean business and it is only a matter of time and correction ability before we hit the target.</description>
